Performance Related Pay vs Productivity/Performance Linked Rewards.

Whether PRP Scheme is applicable and beneficial to the workmen?
The Airports Authority of India Mazdoor Sangh after indepth study of PRP Scheme and having detailed discussion with the Central Leaders of Bharatiya Mazdoor Sangh oppose PRP Scheme on following grounds and urged the management of the Authority to introduce Performance/Productivity Linked Rewards wef 01/01/2007. 
i) Payment of PRP is admissIn 1997 the scheme of Productivity Linked Scheme (PLI) was introduced in Airports Authority of India. The scheme was introduced in lieu of Bonus payable to the workmen under Payment of Bonus Act, 1965. The PLI Scheme continued in Airports Authority of India but all in sudden it was replaced with Performance Related Pay (PRP) advance in 2010 at the blessing of recognised Union ie. Airports Authority Employees Union. The issue of PLI is pending before Central Government Industrial Tribunal, Delhi. The management continued to pay PRP advance till FY 2013-14. However in FY 2014-15 no such payment was made to the workmen of AAI despite huge profits earned by the Authority and making dividend payment of 392 crore to the Government of India.

iii) Not more than 20% of the total workmen shall be paid maximum PRP.
iv) The Payment of PRP creates discrimination within the workmen which ultimate affects the progress of industry.

Basic difference between PRP and PLR?
Although both schemes are based on the concept of profit sharing among the employees, the basic difference between the two scheme is that "while the payment of PLR shall be calculated based on the profits earned by the industry and performance of individual workman shall not be taken into consideration, whereas PRP shall be calculated taking into consideration of the profits earned by the industry and individual workman". It means despite profits earned by the industry, if the performance of any individual workman is poor, he/she will not be paid PRP.
What made change in the thought of recognised Union to oppose PRP?
It is the endeavour of AAI Mazdoor Sangh to make the workmen educated towards their rights. We share our concern among the employees through various mode. While we believe a well educated, knowledgeable workman is the assests of the organisation, we continue our efforts. Our continuous efforts and sharing information compel recognised Union to change their stand on payment of PRP after getting PRP advance. Our recent notice for holding three days Relay Dharna and Lunch hour demonstration at Rajiv Gandhi Bhawan compel recognised union and manage to became active on the long pending issue of profit sharing and Superannuation pension Scheme.
The Airports Authority of India has already formulated a scheme on profit sharing in consultation with MoCA which shall be placed before the Board for approval. Superannuation Pension Scheme will take some time. The management has violated the MoS (Memorandum of Settlement). The Regional Labour Commissioner (Central), New Delhi has called a meeting on the demands and Airports Authority of India Mazdoor Sangh shall demands for prosecution of the AAI officials for violation of the MoS.
